James died on December 23, 1963 of injuries he sustained in a crash of his U-6A Beaver on December 11 near Clark Field, Philippines. There were five people aboard, and all initially survived.

James was born in Harvey, Cook County, Illinois, to Robert Stahl and Elizabeth Hale (Carter) Welsh.
His father was an electrical engineer. From November 1933 through November 1942, he was assistant state director of Works Progress Administration operations in Denver. He was Bureau of Reclamation Region 3 power official for five months 1952-53 in Nevada. He performed duties of regional power manager in addition to his regularly assigned duties as chief, Marketing and Sales Branch, Regional Power Utilization Division.
James’ brothers were Donald and Myron.
